Measurement
Part of Women founder funding measurement: stages, metrics and impact limits
Matching definitions before comparing women founder funding benchmarks
Research women founder funding benchmarks by matching definitions, provider coverage, route, geography, period, stage and outcome before comparison.
A benchmark is useful only when its population and measure resemble the decision at hand. A UK provider portfolio cannot automatically set a target for an England accelerator, local grant programme or early-stage equity directory. This is a method guide, not a published benchmark dataset, so it does not give funding figures.
What to take away
- A benchmark is only useful when its population and measure match the decision at hand.
- Start from the decision, not from a striking percentage, to avoid reusing convenient numbers.
- Use primary records and record publication date, reference period, revisions and coverage.
- Reject or label comparisons when a material field differs.
- Assign a review trigger because economic shocks or revised definitions can make old comparisons unsuitable.
Write the comparison question
Specify the service, finance route, founder definition, business stage, geography, period and outcome. Decide whether the purpose is to set capacity, detect an unusual gap, assess access or place results in context.
Define the comparison question
- Service and finance route
- Founder definition and business stage
- Geography and reference period
- Outcomeoffer, acceptance, receipt
- Purposecapacity, gap, access, context
Prefer primary records
Use official statistics, regulator records, provider disclosures with methods and commissioned research containing definitions. Record publication date, reference period, revisions and coverage.
The government's Investing in Women Code report collection brings together annual UK reports based on agreed metrics from signatory providers. Its 2026 report says the Code has more than 300 signatories and six years of reporting. That coverage is significant, but it still describes participating organisations and the report's definitions.
For broader small-business finance context, the British Business Bank's Small Business Finance Markets 2025/26 is a UK market report with regional analysis. Check the exact table, sample and period before comparing it with a women-focused service.

- Revisions
- women-led definition and evidence;
- unit, such as person, firm, application or deal;
- grant, debt, equity or combined route;
- applicant and provider coverage;
- England, UK or regional geography;
- business age, size and sector;
- date and economic context;
- numerator, denominator and missing data;
- offer, acceptance, receipt or later outcome; and
- method, weighting and uncertainty.
Worked example: a UK provider portfolio reports women-led firms as a share of its funded businesses, with women-led defined by ownership share. An England accelerator reports women-led firms as a share of applications to its programme, with women-led defined by whether at least one founder is a woman.
The unit differs (firm versus application), the definition differs, and coverage differs (funded businesses versus applicants). The comparison is labelled 'context only'.
Reject or label a comparison when a material field differs. A mismatch does not make the source poor; it means the number answers another question.
Calculate internal comparators
Use the same dictionary across cohorts and preserve historical definitions. Report both current period and a stable rolling view if volume is small. Keep unresolved cases open rather than assigning the most convenient outcome.
Create ranges or peer groups where a single target would reward the wrong behaviour. Pair conversion with access, founder effort, finance cost and service quality.
Present findings honestly
Lead with the conclusion the evidence permits, then show differences and limitations. Do not rank providers that use incompatible definitions. Never imply that a benchmark explains a gap.
Archive the source, extraction note and calculation so another reviewer can reproduce the figure. Recheck volatile releases before publication. Statistical and domain review are required for any public league table or performance claim.
Date the benchmark's usefulness
Assign a review trigger based on what can change. A provider's product terms may need immediate confirmation; an annual official statistic can remain the latest release while its limitations stay visible. Economic shocks, policy changes or a revised women-led definition can make an old comparison unsuitable before the next scheduled update.
Assign a conclusion status
Do definitions, unit, route, coverage and period match?
Comparable
Partially comparable, context only or rejected
Keep nominal money, real money and percentage measures distinct. If financial values from different years must be compared, state the deflator, base period and reason. Never apply an unexplained inflation adjustment to an award cap or contracted product term.
Compare distributions where possible. A median, range and relevant percentile can expose variation that an average conceals, but each still needs adequate coverage. Do not calculate precise percentiles from a tiny local cohort.
When external data and internal results disagree, test population, stage and recording before declaring exceptional performance. Trace a sample of source cases, confirm unresolved outcomes and look for a denominator mismatch.
Record a conclusion status of comparable, partially comparable, context only or rejected. That simple label prevents a contextual statistic from drifting into a target in later presentations.
Before you act
- Write the decision question in one sentence before searching.
- Open the source page and note its table, sample and period.
- Apply a status label to every comparison before sharing it.
Common questions
What should you do before comparing a UK provider portfolio with an England accelerator?
Specify the service, finance route, founder definition, business stage, geography, period and outcome. Decide whether the purpose is to set capacity, detect an unusual gap, assess access or place results in context.
How should you handle a comparison when a material field differs between sources?
Reject or label the comparison when a material field differs. Use the comparability matrix columns listed above.
Why is a review trigger needed for a benchmark's usefulness?
Assign a review trigger based on what can change. A provider's product terms may need immediate confirmation; an annual official statistic can remain the latest release while its limitations stay visible. Economic shocks, policy changes or a revised women-led definition can make an old comparison unsuitable before the next scheduled update.
