Part of Operating a women founder funding service with verified sources and fair decisions

Running a women founder funding workflow from triage to controlled handover

Run a women founder funding workflow from source verification and triage through applications, decisions, controlled handover, complaints and review.

A reliable workflow gives every enquiry an owner, evidence trail, next action and stop point. It must distinguish information, regulated activity, application support and programme decisions because those jobs carry different permissions and risks.

This operating draft needs named service, compliance, accessibility and data-protection sign-off before use; it is not approved guidance.

What to take away

  • A reliable workflow gives every enquiry an owner, evidence trail, next action and stop point.
  • Triage must check urgency, scope, eligibility, vulnerability, fraud and regulatory boundaries before advising.
  • Shortlists need verification of eligibility, money, timing and provider identity by a second person.
  • Close cases only after recording outcome, money received, obligations, next review and deletion schedule.

Set up the queue

Accept enquiries through accessible web, email and assisted routes. Capture only what triage needs: contact, company, location, stage, amount, purpose, timing, preferred channel and requested adjustment. Do not demand demographic or financial evidence before it is necessary.

Intake fields and receipt

  • Capture contact, company, location, stage
  • Record amount, purpose, timing, channel
  • Note requested adjustment only
  • Issue receipt with reference and privacy
  • Warn founder about external deadlines

Issue a receipt with a reference, response expectation, privacy information and urgent warning. The warning should tell a founder not to miss an external deadline while waiting for the service. A receipt template should also record date received, channel, duty owner and the date the next action is due.

Triage before advising

The duty worker checks urgency, England or UK scope, intended outcome, eligibility clues, potential vulnerability, fraud concern and whether the requested work crosses a regulatory or professional boundary. An uncertain boundary goes to a named compliance owner. Boundaries can include FCA rules on regulated financial activity and ICO data protection rules.

Search official discovery services, then open the provider's current page. The GOV.UK finance finder can produce leads across grants, loans, equity and support, but an individual opportunity record supplies the controlling criteria and closing date.

Build and verify a shortlist

For each possible route, record legal provider, product or scheme, source URL, status, geography, eligible applicant, use of funds, amount, cost, security or ownership, deadline and evidence date. A second person checks the fields most likely to cause harm: eligibility, application channel, money, timing and provider identity.

Two named routes show the controlling criteria. Start Up Loans, delivered by the British Business Bank, controls eligibility by UK residency, age 18 or over, a business trading for less than 36 months and a viable plan. The provider sets the amount, cost and security.

The Innovate UK Women in Innovation Awards, when open, control eligibility by woman founder status, UK registration and an innovative project; the competition brief sets the rest.

Shortlist verification fields

  • Legal provider and product or scheme
  • Source URL, status, geography
  • Eligible applicant and use of funds
  • Amount, cost, security or ownership
  • Deadline and evidence date
  • Second-person checkeligibility, channel, money, timing

Present options with exclusions and unknowns. Do not turn a database match into an approval prediction. State who makes the decision and what independent advice may be required.

Support a chosen route

Create a task list from the official requirements. Assign evidence owners, review dates and an internal deadline. Control versions of budgets, pitch documents and declarations. The authorised applicant approves the final submission and retains a complete copy plus receipt.

If Innovate UK makes an award, its current post-offer guidance describes project set-up, organisational checks, grant documents, monitoring and permission to start. A successful email is therefore a handover point, not permission to spend automatically.

Control exceptions and work in progress

Pause work for suspected impersonation, contradictory eligibility, inaccessible submission, missing consent, personal hardship, data exposure or pressure to make a misleading statement. The case owner preserves evidence and escalates without broadcasting sensitive details.

Give corrections and complaints their own queue. ICO guidance says a data-protection complaint can arrive without legal terminology, so staff must recognise the substance and route it correctly through the current complaints process.

Set a maximum caseload based on the most constrained qualified role, not the capacity of the enquiry form. For illustration, a team might set a maximum of 20 to 30 open cases per qualified adviser. A queue that accepts unlimited cases while finance or compliance review stalls creates silent deadline risk.

Display age, next action and blocking dependency for every open case. Review cases approaching an external deadline separately from routine work. When demand exceeds capacity, explain the limit and offer safe self-service or referral routes instead of leaving founders without an answer.

Use templates for repeatable fields, but require the writer to confirm facts and select appropriate language. Prohibit copying another founder's narrative, financials or eligibility reasoning. Spot-check template use for assumptions that have become invisible through repetition.

Run a daily handover for urgent cases and a weekly review for exceptions, aged work, complaints and source changes. Review each open case at least every 7 days. Set an internal deadline buffer of at least 10 working days before an external deadline to collect and verify evidence.

The service owner should decide whether to add capacity, narrow scope or pause intake when controls cannot keep pace.

Close and learn

Close only after recording outcome, money actually received, continuing obligations, next review, retained evidence and deletion schedule. Sample cases monthly for source freshness, inconsistent treatment, adjustments, errors and avoidable delay. Use findings to change the workflow, not merely to complete a report.

Before you act

  • Capture only what triage needs before demanding evidence.
  • Issue a receipt with reference, response expectation, privacy and urgent warning.
  • Record legal provider, product, source URL, status, geography and deadline.
  • Have a second person check eligibility, application channel, money and timing.
  • Pause work for suspected impersonation, contradictory eligibility or missing consent.
  • Set a maximum caseload based on the most constrained qualified role.
  • Set review cadence and internal deadline buffer.

Common questions

What should a founder be warned about when they first make contact?

The receipt should include an urgent warning telling a founder not to miss an external deadline while waiting for the service. This prevents the enquiry process itself from causing a missed opportunity.

How should a team handle a regulatory or professional boundary it is unsure about?

An uncertain boundary goes to a named compliance owner. The duty worker checks whether the requested work crosses such a boundary during triage, and any uncertainty is escalated rather than decided locally.

What happens after Innovate UK makes a funding award?

Its current post-offer guidance describes project set-up, organisational checks, grant documents, monitoring and permission to start. Complete those requirements before treating any award email as permission to spend.
